Basic Function

Provides executive direction for construction management activities of major Metro capital projects.

Example Of Duties

  • Responsible for overall management of large transit construction and design-build mega-projects, such as Crenshaw/LAX, Regional Connector, and Westside Purple Line extensions
  • Provides leadership and support to the Project Managers and teams working on large transit construction projects
  • Ensures that assigned projects are managed within budget and schedule
  • Ensures that project technical and quality standards are achieved; provide consistency among projects
  • Reviews change orders on assigned projects and represent projects in the change order approval process
  • Establishes and monitors short-range and long-range project goals, budgets, schedules, progress, and strategies
  • Directs performance of construction management services by Metro staff, consultants and contractors for successful completion of projects
  • Coordinates third-party related matters and public affairs activities related to project construction
  • Ensures construction meets operations and maintenance quality standards and expectations
  • Sets and implements construction management project policies, procedures, safety and work standards, and controls
  • Ensures cooperation and coordination of services amongst departments to achieve Metro-wide goals and objectives
  • Provides construction management policy recommendations, technical assistance, and information to the Board of Directors, executive management, and departments involved in the design, construction, and management of capital projects
  • Ensures compliance with Metro policies and procedures and applicable state, federal and local regulations and laws
  • Prepares and presents reports to executive and management staff, the Board of Directors, and outside regulatory agencies
  • Represents Metro at meetings, conferences, and public events
  • Communicates Metro's safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's Degree in Engineering or related field
  • 8 years of senior management-level experience in the design and/or construction of major capital projects, including extensive experience managing mass transit projects
  • Valid California Class C driver's license
  • A Master's degree is desirable
  • Registration as a Professional Engineer is desirable


  • Theories, principles, and practices of rail transit engineering, construction, operations, maintenance, governmental contract policies, and public administrative methods, including goal setting, program and budget development and implementation
  • Applicable local, state, and federal regulatory requirements and standards
  • Large-scale capital project management
  • Social, political, and environmental issues influencing transit programs
  • Heavy construction practices and procedures
  • Modern management theory


  • Direct the overall construction management activities for major capital rail projects that include underground, aerial, and at-grade alignments
  • Communicate effectively orally and in writing
  • Represent Metro before the public
  • Prepare comprehensive reports and correspondence
  • Analyze situations, identify problems, recommend solutions, and evaluate outcome
  • Plan financial and staffing needs
  • Compile, analyze, and interpret complex data
  • Determine strategies to achieve goals
  • Establish and implement policies and procedures
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Exercise judgment and creativity in making decisions
  • Interact professionally with various levels of Metro employees, public officials, and outside representatives
  • Supervise and motivate subordinate staff
  • Read, write, speak, and understand English
