Basic Function

Provides expert opinions, evaluations and assessments of matters related to Construction Management of Metro major rail and bus facilities projects based on current industry best practices for the Office of the Inspector General (OIG) Audit Unit and Investigation Unit.

Example Of Duties

  • Performs research to determine current major capital construction project management best practices
  • Maintains familiarity with the status of Metro major capital construction projects
  • Reviews and analyzes Metro construction project management related reports and documents, and provides a written briefing and/or summary to OIG Audit Unit and Investigation Unit to facilitate an understanding of studies and investigations
  • Critically reviews Metro capital construction management policies and procedures to determine whether they are in line with current industry best practices
  • Develops survey instrument(s) and/or performs interviews to obtain construction project management information
  • Investigates, monitors, oversees, and evaluates Metro capital construction projects
  • Performs benchmarking to determine best practices of comparable agencies
  • Provides recommendations to improve and/or enhance Metro capital construction management practices
  • Works with Auditors and Investigators to evaluate and investigate matters related to Metro capital construction projects
  • Attends capital construction related Metro and community meetings and events to obtain insights about project progress, issues, and concerns
  • Conducts site audits and inspections
  • Monitors communication and implementation of Metro safety rules, policies, and procedures in support of the agencys safety vision and goals; and maintains accountability for the safety performance of all subordinate employees and contractors
  • Recommends, orchestrates, and participates in proactive audits and investigations in construction and safety on a continuous basis
  • Identifies areas of common fraud in procurement, construction, and claims for the purpose of conducting audits and investigations
  • Recommends proactive investigations of construction projects based on high risk areas
  • Maintains, supports, and promotes a safe work environment while complying with all of Metros safety rules, policies, and procedures
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree in - Engineering, Architecture, Construction Management or other related field
  • 5 years of senior-level experience in the management of major construction contracts with a minimum of 3 years working in a public or transit environment
  • Experience and training conducting investigations is desirable
  • Credential as a Certified Fraud Examiner (CFE) is desirable
  • State of California registration as a Professional Engineer or Architect is desirable
  • Safety certificate in Construction Health and Safety Technician (CHST), Associate Safety Professional (ASP), or Certified Safety Professional (CSP) is desirable
  • Experience in tunneling, aerial structures, underground structures, ballasted track work, highway and highway bridges, rail construction, or transportation related construction projects is desirable
  • Valid California Class C drivers license

  • Theories, principles, and practices of criminal rules of evidence, constitutional rights, search and seizure procedures, court procedures to be followed in criminal matters, formal hearings, and administrative actions

  • Basic principles of rail and bus operation and maintenance

  • Composition of design, planning, engineering for construction
  • Knowledge of accounting and investigations basics
  • Interview and interrogation methods and techniques
  • Design build, design bid build, procurement and claims processes for construction projects


  • Analyze situations, identify problems, recommend solutions and report to affected parties
  • Provide expert opinions on how to draft best construction contract terms
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Analyze data, records and statistical information
  • Prepare comprehensive reports and correspondence
  • Exercise good judgment and high creativity in making decisions
  • Work effectively with other Metro departments
  • Read, write, speak, and understand English

  • Attend training in investigation techniques to become proficient in investigations
