The Community Development division of the Planning and Development Department has a full-time limited duration/acting in capacity Housing Implementation Pipeline (HIP) Analyst position open. The HIP is the City’s 5-year internal work plan that starts July 1, 2022 and coordinates current and future resources, goals, and priorities with a systems-thinking approach to housing across the full spectrum from people experiencing homelessness to overall housing supply.

Minimum Requirements: Other combinations of experience and education which meet the minimum qualifications will be considered. For example, relevant professional level experience may be substituted for educational requirements on a year for year basis.  Relevant high-level or complex administrative support and/or paraprofessional experience may be substituted for the required years of educational training on a two for one year basis. 
 
Education

Equivalent to a Bachelor's degree from an accredited college or university in the assigned program area.  Major course work in planning, public policy, construction management, community development, business,  or related fields preferred. 

Experience:

Management Analyst 1 - Some recent professional related experience, or one year related responsible paraprofessional experience. Preferred experience includes project management; diversity, equity, and inclusion; policy/project implementation and maintenance;  development; affordable housing; shelter; or social services.

Management Analyst 2 Two years of professional experience in program administration, preferably in the public sector. Preferred experience includes project management; diversity, equity, and inclusion; policy/project implementation and maintenance;  development; affordable housing; shelter; or social services.

MUST PASS A BACKGROUND CHECK  

Work Location: Must reside in the state of Oregon, or be willing to relocate, and be able to report onsite for work as needed in Eugene to meet business needs. 

Schedule: Monday - Friday, 8:00 AM - 5:00 PM with flexibility per business need.  This position will occasionally have evening meetings to attend. 

 

Salary Range: This position will be filled at either the Management Analyst 1 or 2 classification depending on qualifications. 
  • Management Analyst 1  $59,238.40 - $76,585.60 annually; $28.48 - $36.82 hourly
  • Management Analyst 2 $65,104.00 - $84,240.00 annually; $31.30 - $40.50 hourly
