Position Summary

STARTING SALARY: $60,200 - 86,000 PER YEAR

Rate to be determine by applicant's entered service date and service date in union jurisdiction of this classification.

Under general supervision, ensures Authority, construction managers, external design consultants, construction contractors, and the program manager adhere to, and effectively implement the quality management system requirements set forth by the Chicago Transit Authority (CTA), Federal Transit Administration (FTA), and International Organization for Standardization (ISO).

Primary duties and Responsibilities

Performs Quality Management System (QMS) and project process audits to include:

  • Plans and prepares for internal audits

  • Conducts audits to verify effective implementation of the QMS and processes
  • Completes detailed audit records and reports
  • Conducts and reports follow up actions based on audit results

Collaborates with construction managers and participates in construction contractor QMS and project process audits.

Provides Quality Assurance (QA) oversight of consultants and contractors, including active construction project site visits. Monitors implementation of the contractors test and inspection plans. Conducts reviews of testing and inspection results and related records to ensure they are properly documented and dispositioned. Monitors project records and activities for compliance and proactively address deficiencies.

Performs FTA and contract required reviews of various submittals including consultant and contractor quality programs, test and inspection plans, construction process plans, qualification submittals, audit reports, test procedures, etc.

Represents the QA Department at various project-related meetings including pre-construction, pre-activity, project progress, and quality meetings.

Assists with the preparation of QMS training materials. Performs both group and one-on-one training. Performs activities to maintain CTA's ISO 9001 registration.

Performs related duties as assigned.

Qualifications

EDUCATION/EXPERIENCE REQUIREMENTS

  • Bachelor's degree in Engineering, Construction Management, or a related field, plus four (4) years of experience in quality assurance and/or construction, or a combination of education and experience related to this position.

  • Professional certification and/or formal training as a Quality Auditor or Quality Engineer strongly preferred.
  • Planning, leading and documenting quality compliance audits.
  • Must possess or be able to obtain CTA Rail Safety Training certification.
  • Must possess a valid State of Illinois Driver's License.

PHYSICAL REQUIREMENTS

  • Requires sitting for extended periods of time, standing, visual acumen, and manual dexterity.

  • Must wear restrictive personal protective equipment.
  • Subject to varied weather conditions that include extreme cold, heat, rain, snow, ice, etc., when working outdoors.
  • May be subject to extreme heights, electrified third rail, and subway tunnels with limited clearance, visibility, etc.
  • Must be able to climb ladders and stairs.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to become familiar with all CTA policies and procedures.

  • General knowledge of various construction trades, materials, and techniques.
  • Good computer and software skills. Strong analytical and decision making skills.
  • Strong verbal and written communication and organization skills.
  • Strong interpersonal and customer service skills for internal/external communication.
  • Ability to work independently and/or collaboratively with other departments and contractors.
  • Ability to read and interpret regulations, contract specifications, and drawings.
  • Working knowledge of quality management principles to include both quality assurance and quality control.
  • General knowledge of trend and data analysis.
  • General knowledge of auditing methods and principles.
  • Ability to perform all QA/QC functions in a professional, ethical and objective manner.
  • Ability to work with sensitive information while maintaining strict confidentiality.
  • Ability to evaluate and verify nonconforming conditions and corrective action.
