Basic Function

  • Manages, oversees, and coordinates rail and major facilities construction projects

Example Of Duties

  • Reviews contract documents, construction documents, contractor proposals; provides recommendations support for negotiations with contractors
  • Reviews contractors request for change and prepares contract change notices and justifications
  • Monitors claims and suggests ways to minimize construction cost exposure
  • Reviews claims entitlement position papers
  • Expedites oversight reviews for design and field changes
  • Monitors work for compliance with schedule, budget, technical, safety, and legal requirements
  • Attends progress meetings and provides support for the preparation of reports on contract status
  • Coordinates work schedules around special events, as required
  • Coordinate activities/operations with other Metro staff and public agencies, as required
  • Monitors field implementation of pollution controls for dust, noise, and vibration, as required
  • Oversees engineering support staff as well as construction management consultants, as required
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree - Engineering, Architecture, Construction Management or other related field
  • 3 years' of supervisory experience in the management of major construction rail facilities contracts
  • Valid California Class C driver's license
  • Professional certificates/licenses: State of California registration as a professional engineer, or Architect desirable
  • Experience in tunneling, aerial structures, underground structures, ballasted trackwork, highways and highway bridges is desirable

Knowledge:

  • Theories, principles and practices of engineering and construction of rail transit facilities
  • Contract administration related to major public works construction projects
  • Applicable local, state, and federal requirements and standards
  • Basic principles of rail operation and maintenance
  • Business computer use applications, related to contract scheduling and financial record keeping-Contract administration related to major public works construction projects
  • Business and Construction Contract Law

Abilities:

  • Analyze situations, identify problems, recommend solutions
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Clearly communicate verbally and in writing
  • Write concise and technically accurate change orders and claims briefs
  • Maintain accurate records and statistical information
  • Prepare comprehensive reports and correspondence
  • Exercise judgment and creativity in making decisions
  • Work effectively with other Metro departments
  • Mediate and negotiate construction contract terms
  • Monitor complex contracts to ensure compliance with schedule, budget, and specifications
  • Read, write, speak, and understand English
