Position Summary

Directs all aspects of Lone Star College (LSC) construction projects in consultation with campus and LSC executive management teams. Responsible for direct management of Project Directors and Managers assigned to projects on campuses and at the System Office. Develops guidelines and standards for appropriate construction management and represents LSC during property acquisition and capital construction projects. Serves as a consultant in forecasting future trends, recommending strategies, and implementing construction programs and projects.

Job Functions

  1. Assigns personnel to oversee and direct construction projects, including activities of Project Directors and Managers assigned to campuses and specific projects. Assists with their activities as needed.

  2. Develops, monitors and controls budgets and schedules for construction projects, including but not limited to developing order of magnitude and square foot cost estimates, and approving all applications for payments relating to construction projects.

  3. Interprets the RFP procedure for consultants as required by LSC and participates in the selection process. Coordinates, negotiates and submits agreements and contracts for all construction projects to LSC's General Counsel.

  4. Coordinates the review process of plans and specifications developed by consultants. Serves as a team member for approval of any proposed or minor changes to projects. Assists with development, implementation and monitoring of commissioning plans.

  5. Manages the development and maintenance of design and construction standards, including developing and implementing quality control plans. Interprets requirement for and laws regarding physical planning issues and determines specifications for all construction projects, ensuring the project supports and enhances the intended educational environment.

  6. Collects and compiles for each project appropriate documents to include specifications, drawings, and related correspondence. Develops and maintains project filing systems and management information systems. Oversees electronic management of documents related to construction activities.

  7. Prepares a variety of reports for LSC leadership and advises Chief Facilities and Construction Officer on the progress of all construction projects.

  8. Manages the development and implementation of design and construction work processes and procedures manuals; assists in the development of training and mentoring programs. ¿

  9. Responsible for other reasonable related duties as assigned.

Required Qualifications

  • Bachelor's degree and at least 7 years of related work experience, at least 3 year in a Manager- or Director-level position

Preferred Qualifications

  • Master's Degree and/or Professional Engineer's or Architect's License

  • Experience in real estate acquisition/disposition and lease administration

Knowledge, Skills, & Abilities

  • Knowledge of basic construction safety standards.

  • Ability to multi-task and be project-oriented.

  • Ability to communicate effectively both orally and in writing, at superior, sub-ordinate and peer level as well as with external organizations, contractors and the community.

  • Excellent interpersonal and supervisory skills.

  • Fluent PC computer skills with intimate knowledge of the Microsoft Office suite, project management programs and other charting/flowcharting/diagramming software, such as Microsoft Visio.

Physical Abilities

  • Exerting up to 30 pounds of force occasionally, and/or up to 10 pounds of force regularly to move objects.

  • Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces.

  • Have close visual acuity to perform an activity such as: visual inspection involving small defects, small parts, and operation of machines; using measurement devices; and/or assembly or fabrication parts at distances close to the eyes; preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.

  • Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another. Standing: Particularly for sustained periods of time.

Salary

Hiring Salary is $103,082

Work Schedule & Conditions

PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone and other general office equipment.

Internal and external contacts as needed to carry out the functions of the position.

Work is performed in an office environment and at facilities construction sites and renovation sites. Involves complex project management under tight schedules and fast-paced atmosphere. Health and safety precautions and personal protective equipment are routine with this type of position.
