Manager/Director of Procurement & Subcontracts Baton Rouge, Louisiana, United States

Manager/Director of Procurement & Subcontracts. Position will be located in either the Houston Engineering Center OR Baton Rouge Engineering Center.

SUMMARY   

Oversees all material management, purchasing, expediting and subcontract activities for all projects executed by CDI Energy, Chemicals & Infrastructure.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned as necessary.

* Develops and implements CDI's supply chain/supplier management strategies for its Engineering, Procurement, Construction Management and Construction projects.

* Developing and determining optimum sourcing strategies.

* Identification of new and strategic suppliers.

* Development of business and organization partnerships.

* Development of metrics and control strategies.

* Risk management for supply contracts and agreements.

* Control spend and build a culture of long-term saving on procurement costs.

* Development of supplier diversity program as driven by business requirements

* Responsible for implementation of all CDI's procurement policies, procedure and enforce compliance to these policies. Responsible for initiating and/or approving changes and deviations to policies and procedures.

* Assists Business Development in proposal activities, presentation of capabilities to clients for future projects.

* Responsible for training, performance evaluations; salary adjustment for all Procurement & Subcontracts personnel. Manages supervisors and individual team members across multiple CDI EC&I sites.

* Responsible for evaluating, selecting and implementing tools for use by Procurement & Subcontracts personnel.

* Oversees the material management activities on all projects.

* Has overall responsibility for departmental budgets and manpower.

* Responsible for assignment of Procurement & Subcontracts staff to various projects.

* Coaches, advises and supervises Procurement & Subcontracts personnel.

* Mediates conflicts involving material management activities, personnel, policies and procedures

* Represents material management in meetings with all levels of management.

* Approves all subcontracts between CDI and suppliers.

* Establishes subcontract management plans, approaches, and policies for sub-consultants, major equipment providers and construction subcontractors.

* Establishes vendor surveillance, management, and inspection plans/processes to support CDI and client requirements.

* Will establish inventory policies, plans and strategies if/when required.

CONTRACTS:

* Negotiate with external vendors to secure advantageous terms.

* Examine and test existing contracts.

* Coordinate with Business Unit Sales and/or Regional Managers, Contract Management Office, Corporate Risk Management, Corporate Legal, operations and other stakeholders to effectively evaluate, make recommendations and negotiate contracts.

* Working with Regional Managers and Vertical leadership, provide a strong contract change management position with all current contracts, new contracts, and implement procedures, data collection and reporting for contract changes.

* Assists the Business Development team with bid management processes and the preparation of proposals by providing input in the strategy formulation and best approach methods from a contractual perspective.

* Reviews proposals, contracts, ensuring compliance with vertical market and corporate rules, regulations, performance standards and established goals and objectives

* Responds to staff requests for assistance, and information, on a broad range of topics, including: contract regulations, procedures and management; subcontracting procedures and management; and cost, pricing, and billing issues

* Accountable to senior management in assuring that all contracts are reviewed, negotiated, agreed and performed in accordance with the company's business objectives, meets company and corporate policies and procedures and complies with applicable legal and regulatory requirements

* Perform regular contract and process training within vertical market to ensure all employees who are involved with the contracts are aware of policies, procedures and authorization levels

* Serves as the focal point for receipt, review and processing of Customer Extract Forms

* Assures consistency between approved pricing and contract terms and conditions.

QUALIFICATIONS. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Some key qualifications are:

* Proven working experience as a procurement manager, procurement officer or subcontracts manager.

* Experience in negotiations and networking.

* Good knowledge of supplier or third party management software.

* Experience in collecting and analyzing data.

EDUCATION and/or EXPERIENCE  

* Bachelor degree in Business Administration, Engineering or Construction Management or equivalent experience is required.

* Professional certification (Certified Purchasing Management) is desired.

* Certification or equivalent for contracts management, risk management, claims management, etc

* Should have a minimum 15 years in project execution experience in the Engineering/Construction field with a minimum of 10-12 years in material management, procurement and subcontract management.  

* Oil, gas or chemical industry experience required with exposure to large client procurement processes for vessels, piping, and equipment.  Experience in other EPC markets such as Architecture or Transportation a plus.

LANGUAGE SKILLS 

Full comprehension of the English language (both spoken and written) is required. 

MATH and COMPUTER SKILLS

Skilled in use of personal computers and related software

Proficient in use of Microsoft Office Software 

Vision 7 ERP experience desired

 

PHYSICAL DEMANDS The physical demands are typical of an engineering office and are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee may periodically be required to travel to client job-sites, usually heavy industrial (chemical) production facilities and supplier factories, and access all areas of these including operating facilities. Therefore, the employee is frequently exposed to moving mechanical parts; high precarious places; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; and the risk of electric shock.  The noise level in work place can be loud to moderate depending on location. Necessary safety devices and training will be provided by CDI and/or the client.

The employee may occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision depth perception, and ability to focus.
